There has for a long time been a huge discrepancy between the "floor amounts" for e.g. gifts that don't have to be declared between MPs (£5,000) and local councillors (£25), and I can see that outlook echoed in the current "expenses" declaration exercise.  One law for them, and all that...

Of course, the basic rules should be identical for all elected representatives at all levels.</description>
